I could not find a record of an ERIE F3 numbered 604, however, there were two F3's numbered 804; 804A and 804D, both built during July 1947. Early in the development of diesel locomotives, cab units were mated with one or more B units to produce a single locomotive, thus the suffix letters were often not displayed in the numberboards. It is possible that this is either 804(A) c/n 4094, or 804(D) c/n 4095.
