Does the "P" in "SDP" indicate that it was provided with a "Power Pack," similar to what happened to some UP SD40-2's?

The "P" stands for passenger. A very rare unit indeed.

As Douglas says, the unit was built for passenger service. The extra section behind the three radiator fans housed a steam generator for heating.
