From a post at members@prslhs.com by MR C BURNLEY: The photo in question was taken in Baltimore, Aug. 27, 1955, event unknown, by Authur Angstadt (Pennsy Electric Years - Vol 2, Bert Penneypacker, p. 64). The GG-1 #4880, was one of 3 (4866 & 4872 were the other 2) that were painted silver and red for the re-equipped Congressional in late 1955. None of the GG-1's were painted in the wide stripe, large keystone style, until 55. Pennsy Electric Pictorial, Zak & Withers, p. 78.

The event was the NMRA 1955 annual convention. The Railroad Community Committee of Baltimore sponsored this display, called the "Parade of Progress."
